Remedies - Summary


The civil service is constantly being reformed, but government is not improving. Only strengthening government's accountability to Parliament can provide the incentive for meaningful change.

Accountability to Parliament cannot be strengthened until Parliament is much more assertive. In order to achieve this the following solutions are commonly proposed:

  • a proportional voting system for the House of Commons
  • parliament to approve appointment of ministers
  • an elected Second Chamber
  • a 'written' constitution - we argue that this is a red herring.
  • direct democracy
  • devolution
In addition we argue for minority government in preference to coalition, and that to achieve this it would be desirable if some political parties undertook never to take part in government.
